Thesis:
Consensus link rank taken offline and voted on by people offline. Consensus gathered and then list shared via website/web platform online. An offline social network is then formed and coordinated via time-based collaborative link dumps called "relays." Relays form hubs of connection and knowledge sharing that strengthen hyperlocal community.
